Poluição atmosférica e Mudanças Climáticas

Escrevi este artigo juntamente com outros dois sobre poluição, tema que já foi cobrado no CACD. Publico agora o referente a Mudanças Climáticas e Poluição Atmosférica.

A atmosfera é um invólucro fundamental para a existência de vida na Terra. Segundo Mozeto (2001: 42), ela é “o compartimento de deposição e acumulação de gases (e de particulados) como o CO2 e o O2, produtos dos processos respiratório e fotossintético de plantas terrestres e aquáticas”, e “de compostos nitrogenados essenciais à vida na Terra, fabricados por organismos (bactérias e plantas) a partir de N2 atmosférico”. Ademais, a atmosfera absorve a radiação solar, impedindo a destruição de tecidos vivos por ultravioleta, e mantém a temperatura estável, sem grandes oscilações. A figura 1 (MOZETO, 2001: 42) caracteriza a atmosfera terrestre.

A tabela 1 (LISBOA & SCHIRMER, 2008: 3) mostra a composição química da atmosfera. Predominam o nitrogênio, com 78%; e o oxigênio, com 21%. Há, ainda, a presença de gases nobres, de dióxido e de monóxido de carbono, de metano, de óxido nitroso e de amônia, entre outros cujo percentual é muitíssimo baixo. Alguns desses compostos químicos são considerados poluentes, que, segundo a CETESB (http://www.cetesb.sp.gov.br/ar/Informa??es-B?sicas/21-Poluentes), são quaisquer substâncias presentes

[...] no ar e que, pela sua concentração, possa[m] torná-lo impróprio, nocivo ou ofensivo à saúde, causando inconveniente ao bem-estar público, danos aos materiais, à fauna e à flora ou prejudicial à segurança, ao uso e gozo da propriedade e às atividades normais da comunidade. O nível de poluição atmosférica é medido pela quantidade de substâncias poluentes presentes no ar. A variedade das substâncias que podem ser encontradas na atmosfera é muito grande, o que torna difícil a tarefa de estabelecer uma classificação.

Dessa forma, os poluentes são classificados em primários, quando emitidos diretamente por fontes emissoras; e secundários, quando são formados através de reações químicas na atmosfera entre poluentes primários e componentes atmosféricos naturais. Classificam-se os poluentes, outrossim, em naturais, como os emitidos em erupções vulcânicas, e poluentes antrópicos, como aqueles decorrentes da queima de combustível fóssil. Além disso, os poluentes são discriminados em seis categorias: material particulado, dióxido de enxofre, monóxido de carbono, oxidantes fotoquímicos, hidrocarbonetos e óxidos de nitrogênio.

A tabela 2 (LISBOA, 2007: 8) elenca os principais poluentes antrópicos, suas fontes e suas principais características. Materiais particulados são aqueles que se mantêm suspensos na atmosfera por serem muito pequenos, como poeira e fumaça; oxidantes fotoquímicos correspondem “à mistura de poluentes secundários formados por reações entre os óxidos de nitrogênio e compostos orgânicos voláteis, na presença de luz solar” (http://www.cetesb.sp.gov.br/ar/Informa??es-B?sicas/21-Poluentes), sendo o ozônio troposférico (não confundir com o ozônio natural), o principal produto destas reações químicas que originam o smog fotoquímico. Acerca deste processo, Henrique Lisboa e Waldir Schirmer (2008: 23-4) afirmam que

[...] ‘smog fotoquímico’ é o termo utilizado para designar a concentração de ozônio em baixas atmosferas (troposfera) decorrente da reação entre diferentes poluentes emitidos antropogenicamente. A palavra ‘smog’ na verdade é a junção das palavras inglesas ‘smoke’ (fumaça) mais ‘fog’ (neblina), cujo processo de formação compreende inúmeros compostos e reações induzidas pela presença de luz solar. Os principais ingredientes na formação do ‘smog’ são os compostos orgânicos voláteis (COV), os óxidos de nitrogênio (ambos originados principalmente a partir da combustão incompleta de combustíveis fosseis) e a luz solar. Os compostos orgânicos voláteis (COV) incluem a maioria dos solventes, lubrificantes e combustíveis em geral, sendo comumente emitidos por indústrias químicas e petroquímicas (fontes fixas) e por veículos automotores (fontes móveis). De modo geral, são compostos orgânicos com elevada pressão de vapor (sendo facilmente vaporizados às condições de temperatura e pressão ambientes). [...] Estes compostos compõem uma lista considerável de compostos químicos (mais de 600), [em que] quase um terço destes constitui-se [de] substâncias tóxicas.

Henrique Lisboa (2007) enumera seis tipos de efeitos possíveis da poluição do ar: efeitos tóxicos sobre seres vivos; efeitos desagradáveis dos maus odores; efeitos sobre os materiais; efeitos econômicos; efeitos sobre a vegetação; e efeitos sobre as propriedades da atmosfera. Entre os efeitos da toxicidade, há diversos sintomas desde cansaço e dores de cabeça, a irritação nos olhos e nas vias respiratórias, asma, rinite, bronquite e enfisema; destruição de enzimas e proteínas; câncer; degeneração do sistema nervoso central, doenças nos ossos e anencefalia de fetos são os casos mais graves.

Vila Parisi, uma área residencial operária encravada no parque industrial de Cubatão, ficou conhecido por Vale da Morte. As condições topográficas e meteorológico-climáticas contribuíam para a concentração de poluentes, exigindo o funcionamento de mecanismos de controle permanentes dos índices de poluição, o que não impediu “que a concentração de partículas atingisse três vezes o nível de alerta” (OLIVEIRA & SAGULA, 1984: 1). Diariamente, em 1977, as indústrias emitiam “418 toneladas de monóxido de carbono, 220 de benzeno, 182 de dióxido de enxofre, 41 de óxidos de nitrogênio, 31 de hidrocarbonetos, 2.600 de material particulado, além da liberação de outros 75 tipos de poluentes” (NAOUM; MOURÃO; RUIZ, 1984: 271).

Quanto aos materiais, o principal efeito é a deterioração do patrimônio histórico em decorrência de reações químicas, como as causadas por chuva ácida, por oxidação e pela formação de sais na superfície de construções e de monumentos. Os efeitos econômicos ocorrem desde a sujeira das roupas até os custos com saúde pública decorrentes das doenças relacionadas à poluição. Sobre a vegetação, os efeitos mais comuns são alterações no crescimento das plantas, alterações nas suas colorações normais e o colapso do tecido foliar. Ademais, ocorre a

[...] a redução da penetração da luz por sedimentação de partículas nas folhas ou por interferência de partículas em suspensão na atmosfera; deposição de poluentes no solo, por sedimentação (partículas grosseiras) ou por carreamento provocado pelas chuvas (gases dissolvidos e partículas afins), permitindo a penetração dos poluentes pelas raízes e alterando as condições do solo; penetração dos poluentes pelos estômatos das plantas (LISBOA, op. cit.: 31).

Os efeitos sobre as propriedades atmosféricas são os mais importantes para os candidatos ao IRBr, já que implicam em acordos internacionais sobre as mudanças climáticas, termo consagrado e que vem substituir efeito estufa e aquecimento global, uma vez que não há consenso científico acerca do que ocorre com o clima no planeta Terra, exceto pelo fato de que há alterações, em escala temporal de décadas. Molion (2008: 49) assegura que

[...] o clima da Terra tem variado ao longo das eras, forçado por fenômenos de escalas de tempo decadal até milenar. No final da década de 1970, após um período de 30 anos de resfriamento, surgiu a hipótese de que a temperatura média global da superfície estaria aumentando devido à influência humana. Essa hipótese está fundamentada em três argumentos: a série de temperatura média global do ar na superfície ‘observada’ nos últimos 150 anos, o aumento observado na concentração de gás carbônico e os resultados obtidos com modelos numéricos de simulação de clima. Discutiram-se criticamente esses três aspectos, mostrando suas deficiências, e concluiu-se que a representatividade global da série de temperaturas é questionável e que a possível intensificação do efeito estufa pelas atividades humanas, bem como as limitações dos modelos matemáticos de simulação de clima não justificam a transformação da hipótese do aquecimento global antropogênico em fato científico consumado. Apresentaram-se argumentos que sugerem que um resfriamento global, paulatino, nos próximos 15 a 20 anos seria igualmente provável, em face do conhecimento atual que se tem do clima global e de sua variabilidade. Para os climas brasileiros, o resfriamento produz impactos socioeconômicos negativos, pois reduz as chuvas de maneira geral e submete o Sul e Sudeste a uma freqüência maior de geadas no inverno.

Efeito estufa é um fenômeno natural da dinâmica da atmosfera, a qual retém calor e possibilita a existência da vida no planeta da forma como a conhecemos. Os gases que contribuem para a ocorrência desse fenômeno são dióxido de carbono (CO2), metano (CH4), óxido nitroso (N2O) e o vapor d’água. O efeito estufa atribuído ao homem decorreria do aumento da concentração desses gases por razões antrópicas, formando-se uma espécie de filtro que reteria o calor a ser dissipado à noite. Por sua vez, esse aumento da temperatura poderia derreter as calotas polares, aumentando significativamente o nível do mar, entre outras trágicas consequências.

Para evitar a confusão entre o efeito estufa natural daquele que hipoteticamente é atribuído ao homem, optou-se por nomear essa possível elevação da temperatura de causas antropogências como aquecimento global. Contudo, isso não criou consenso. Considerando-se a série de temperatura média global do ar na superfície ‘observada’ nos últimos 150 anos, deve-se lembrar que as estações climatométricas encontram-se em cidades, sujeitas às ilhas de calor, ademais da falta de padronização e da mudança de instrumentação nesse período. Ainda conforme Molion (ibid.: 51-3),

[...] os desvios de temperatura do ar para o globo, com relação à média do período 1961-1990, aumentaram cerca de 0,6 °C desde o ano de 1850. Vê-se que, até aproximadamente 1920 em princípio, houve apenas variabilidade anual, e aparentemente não ocorreu aumento expressivo de temperatura num período extenso, embora haja relatos de ondas de calor como, por exemplo, a de 1896 nos Estados Unidos, que deixou mais de 3 mil mortos somente em Nova York. Porém, entre 1920 e 1946, o aumento global foi de cerca de 0,4 °C. No Ártico, por exemplo, em que há medições desde os anos 1880, o aumento foi cerca de dez vezes maior nesse período, 2,7 °C somente entre 1918 e 1938! Entre 1947 e 1976, houve um resfriamento de cerca de 0,2 °C, não explicado pelo IPCC, e, a partir de 1977, a temperatura média global aumentou cerca de 0,3 °C. O próprio Painel concorda que o primeiro período de aquecimento, entre 1920 e 1946, pode ter tido causas naturais, possivelmente o aumento da produção de energia solar e a redução de albedo planetário[1] [...]. Antes do término da Segunda Guerra Mundial, as emissões decorrentes das ações antrópicas eram cerca de 10% das atuais; portanto, torna-se difícil argumentar que os aumentos de temperatura naquela época tenham sido causados pela intensificação do efeito estufa provocada pelo homem. A polêmica que essa série de anomalias tem causado reside no fato de o segundo aquecimento, a partir de 1977, não ter sido verificado, aparentemente, em todas as partes do globo. [...] A série de temperaturas médias para os Estados Unidos, por exemplo, não mostrou esse segundo aquecimento, sendo a década de 1930 mais quente que a de 1990. [...] Um aspecto muito importante é que as séries de 150 anos são curtas para captar a variabilidade de prazo mais longo do clima. A segunda metade do século XIX foi o final da ‘Pequena Era Glacial’, um período frio, bem documentado, que perdurou por alguns séculos. E esse período coincide com a época em que os termômetros começaram a ser instalados mundialmente. Portanto, o início das séries de 150 anos, utilizadas por vários pesquisadores que contribuíram para o Relatório do IPCC, ocorreu num período relativamente mais frio que o atual e leva, aparentemente, à conclusão errônea de que as temperaturas atuais sejam muito altas ou ‘anormais’ para o planeta. Conclui-se que existem problemas de representatividade, tanto espacial como temporal, das séries de temperaturas observadas na superfície da Terra, o que torna extremamente difícil seu tratamento e globalização. E que estações climatométricas de superfície, portanto, são inadequadas para determinar a temperatura média global da atmosfera terrestre, se é que se pode falar, cientificamente, numa ‘temperatura média global’.

Outro fator de controvérsia é decorrente da concentração de CO2. Para o IPCC[2] (2007: 37), no momento atual há a maior concentração deste gás e de metano na atmosfera dos últimos 650 mil anos, cujo aumento origina-se da queima de combustíveis fósseis, mas Monte Hieb (http://www.geocraft.com/WVFossils /greenhouse_data.html) afirma que 95% do efeito estufa é decorrente do vapor d’água, e que a contribuição humana causaria entre 0,28% e 5,53% desse fenômeno. Além do questionamento da metodologia de cilindros de gelo e dos modelos de simulação de clima (MCGs), Molion (2008: 55-6; 59) lembra que

[...] não há comprovação de que o CO2 armazenado na atmosfera seja originário de emissões antropogênicas. Afirma-se que o CO2 atmosférico tem aumentado a uma taxa anual de 0,4%, correspondendo a um incremento de 3 bilhões de toneladas de carbono por ano (GtC/ano) armazenadas na atmosfera. De acordo com o Sumário do IPCC, somente as emissões por queima de combustíveis fósseis totalizariam 7 GtC/ano. Estima-se que os oceanos, por sua vez, absorvam 2 GtC anuais. Portanto, o balanço não fecha, e ainda faltaria encontrar o sumidouro das 2 GtC/ano restantes, fluxo esse que foi denominado na literatura ‘o carbono desaparecido’. A vegetação – florestas nativas, como a Amazônia, e plantadas – possivelmente seria a seqüestradora desse carbono. Por outro lado, sabe-se que a solubilidade do CO2 nos oceanos varia inversamente a sua temperatura. Ou seja, oceanos aquecidos absorvem menos CO2 que oceanos frios. Como a temperatura dos oceanos aumentou ao longo do século XX, a concentração de CO2 atmosférico já poderia ser até superior à medida atualmente, considerando-se apenas as emissões antrópicas. Portanto, é possível que o fluxo de CO2 absorvido pelos oceanos esteja sendo altamente subestimado. A literatura cita que o fluxo para dentro dos oceanos foi estimado em 92 GtC/ano. Um erro de 10% nessa estimativa corresponderia a uma fração três vezes maior que a que fica armazenada na atmosfera anualmente. [...] não [se] esgota[m], de maneira alguma, os problemas de modelagem dos processos físicos e as possíveis fontes de erros dos MCGs atuais. Porém, são suficientes para demonstrar que as ‘previsões’ feitas por eles para os próximos 100 anos podem estar superestimadas e que, portanto, a hipótese do aquecimento pelo efeito estufa intensificado, aceita pela maioria, segundo se afirma, pode não ter fundamento sólido, já que os resultados de modelos são um de seus três argumentos básicos utilizados em defesa da hipótese do aquecimento global antropogênico.

Desse modo, o único ponto em que a comunidade científica concorda é que estejam ocorrendo mudanças climáticas. Molion (ibid.: 59-64) afirma, contudo, não apenas que o homem não é responsável pelas mudanças climáticas, mas que, ao contrário da afirmação que a temperatura na Terra está aumentando, o que tem ocorrido é o resfriamento do planeta. De todo modo, o climatologista ressalva a necessidade de estudos sobre outras variáveis que influenciam o clima, como a temperatura da superfície dos oceanos, a variação da produção de energia solar, a tectônica de placas, o vulcanismo, os parâmetros orbitais da Terra e os impactos dos raios cósmicos galáticos.

Apesar de não acreditar em mudanças climáticas de causas antropogênicas, Molion assevera que não há quaisquer razões para a degradação ambiental. Outra polêmica na qual este acadêmico toma parte é sobre o buraco na camada de ozônio. Nesse caso, também há teses de que a ação humana contribuiu para a alteração da química do ozônio na atmosfera – na estratosfera, este componente químico absorve radiação ultravioleta; na troposfera é poluente. Há quatro teorias principais para explicar esse fenômeno: a dinâmica, a do óxido de nitrogênio, a da ação dos gases CFC e a dos ciclos solares. Segundo Henrique Lisboa (2007: 18), a teoria dinâmica

[...] é muito importante para estudos sobre o ozônio na estratosfera. A prova maior da importância de movimentos dinâmicos sobre a distribuição e variação do ozônio é sua variação latitudinal. A maior produção fotoquímica do ozônio deve ocorrer no equador, onde a incidência de radiação UV é mais intensa. Por causa da circulação atmosférica, no entanto, começando com a célula de Hadley na região equatorial, massas de ar são continuamente elevadas na vertical no equador e transportadas para as regiões polares. Em consquencia, a concentração de ozônio não é máxima no equador, mas nas regiões de latitudes altas. A circulação na estratosfera não é idêntica nos polos norte e sul. O transporte de massas de ar do equador praticamente atinge o polo norte, mas não o polo sul; a circulação equatorial só atinge o paralelo 60. Acima desta latitude predomina uma circulação polar própria do hemisfério sul, em torno de um ponto comum que é o Vórtex Polar, e que domina o inverno Antártico.

Sobre a teoria do óxido de nitrogênio, o autor afirma que a presença excessiva desse composto químico destruiria na mesma proporção as moléculas de ozônio; esse excesso decorre da combustão e do uso de fertilizantes nitrogenados. O metano também contribuiria para a degradação do ozônio estratosférico. Outra teoria é a dos CFC, desenvolvida por Sherwood Rowland e Mario Molina. De acordo com Romeu Rocha Filho (1995: 10), Rowland participou de uma reunião entre químicos e meteorologistas, em 1972, e, durante um intervalo,

[...] após uma exposição sobre os gases clorofluorocarbonetos (CFCs), ouviu falar de uma descoberta do cientista inglês James Lovelock [o mesmo que criou a Teoria de Gaia]. Em 1970, Lovelock tinha descoberto um CFC (o triclorofluorometano, conhecido comercialmente como CFC-11) na atmosfera sobre a Irlanda Ocidental; isto era atípico, pois a maioria dos poluentes atmosféricos logo desaparece através de processos de remoção denominados “sumidouros”. [...] Os CFCs aparentemente não tinham sumidouros ativos na troposfera e lentamente subiam para a atmosfera superior.

Molina foi orientando de Rowland, e as pesquisas conduzidas por ambos levaram à conclusão de que “estava na estratosfera o sumidouro dos CFCs” – “um único átomo de cloro poderia destruir milhares de moléculas de ozônio”. Ricardo Felício (http://www.geografia.fflch.usp.br/graduacao/apoio/Apoio/Apoio_Felicio /mudancas/05A -Ozonio.pdf) contesta:

[...] a quantidade de energia do Sol é praticamente uma constante, mas as freqüências de emissão não o são. Ele pode compensar emissões de energia em outros comprimentos de onda. Por exemplo, emitir um pouco menos no visível, mas emitir mais no ultravioleta. Sabemos que a atividade solar possui ciclos de 11 anos, alternando máximos e mínimos. Durante esse processo, diversos fenômenos solares ocorrem como manchas solares, flares, protoplasmas, grupo de manchas etc. O que se percebe é que o número de manchas solares incide na quantidade de radiação ultravioleta emitido pelo Sol. Quanto menos manchas, menos radiação ultravioleta, mínimo solar (e mais radiação visível, ou seja, brilho). Notemos que o ano de 1996 coincidiu com um "mínimo solar", ciclo 23, ou seja, quando a atividade solar esteve num mínimo, o Sol produziu menos radiação ultravioleta (UV) que é essencial para a produção de O3, isto é, menos UV, menor concentração de O3. O Sol atingiu um máximo (não tão máximo) de atividade em 2000, ciclo 23 (Fig.28) e a concentrações de O3 aumentaram. Em 2007-2008, o Sol estará num novo mínimo, menos UV, e o “buraco” na camada de ozônio voltará a crescer. O máximo solar de 2000 foi suficiente para aumentar as concentrações globais de O3 em cerca de 3% acima da média (Fig.29). Um ponto interessante, é que existe um possível ciclo solar, de cerca de 90 anos (Ciclo de Gleissberg). Este, prevê que o Sol vai estar num grande mínimo de atividade (minimum minimorum) nos próximos dois ciclos solares (próximos 22 anos), ou seja, de agora até os anos 2022-2023, caso se repitam os ciclos anteriores (1890-1915 e 1800-1825).


[...] há quase 10 anos, reanalis[ou] as séries de ozônio de Oslo e Tronsoe, Noruega, e escrev[eu] um trabalho mostrando que as concentrações de ozônio estratosféricos são altamente variáveis e dependem da variação de fatores internos e externos ao sistema Terra-atmosfera, como produção de radiação ultravioleta pelo Sol e a presença de aerossóis vulcânicos. A verdade é que não há evidências científicas de que a camada de ozônio na estratosfera esteja sendo destruída pelos compostos de clorofluorcarbono (CFCs), que são gases utilizados em refrigeração (geladeira, ar condicionado), como Freon 11 e Freon 12 da Du Pont. O que ocorreu foi que, como os CFCs se tornaram de domínio público e já não podiam ser cobrados direitos de propriedade ("royalties")sobre sua fabricação, as indústrias, que controlam a produção dos substitutos (ICI,Du Pont, Atochem, Hoechst, Allied Chemicals), convenceram "certos" governos de países de primeiro mundo (começou com Sra. Margareth Tatcher, Ministra da Inglaterra)a darem apoio para a "a farsa da destruição da camada de ozônio e do aumento do buraco de ozônio na Antártica" pois, agora, os seus substitutos recebem "royalties". O Freon 12, por exemplo, custava US$1,70/kg e seu substituto R-134 custa quase US$20,00/kg. Como essas 5 indústrias têm suas matrizes em países de primeiro mundo e pagam impostos lá, não fica difícil de se concluir para onde vai nosso dinheiro e de quem é o interesse de sustentar uma idéia, ou hipótese tão absurda como essa da destruição da camada de ozônio pelo homem. Na minha opinião, essa hipótese é uma atitude neocolonialista, ou seja, de domínio dos países ricos sobre os pobres, através da tecnologia e das finanças. Países tropicais, como Brasil e Índia, precisam de refrigeração a baixo custo. A hipótese da destruição da camada de ozônio é uma forma de transferir dinheiro de países pobres para países ricos, que já não possuem recursos naturais e têm que sobreviver explorando os outros financeiramente.

Cabe ressaltar, por fim, que certos posicionamentos estão associados a ideologias políticas. A ciência está longe de ser neutra; muitos que negam o aquecimento global costumam ter posicionamentos direitistas, enquanto que a proteção a patentes e tecnologias verdes vincular-se-iam ao liberalismo. Em um período em que a distinção entre esquerda e direita se torna confusa, não é possível garantir o pertencimento de um cientista a determinado espectro político. Para o candidato e para o diplomata, é importante conhecer ambos os lados do debate; para o concurso, é válido o fato concreto – o arcabouço normativo das convenções das Nações Unidas, que veremos à frente.

Mideast on Target

Netanyahu: The Next Year and a Half, a Socio-Economic Look

Last month Shaul Mofaz brought his Kadima party into a national unity government coalition with PM Benyamin Netanyahu's Likud. Speculation was rife as to why the two made the agreement. Everyone was preparing for the last vote in the Knesset to legislate early elections for September 4. Mofaz and Kadima were far behind in the public opinion polls and Netanyahu appeared to have the up coming elections wrapped up with some 31 seats. He would form another right wing/religious government while the Kadima centrists and the left would continue sinking further into the opposition quick sand.

But something did not add up. Let's call it multiple contradictions. Did Netanyahu want to remain in a right/religious coalition where the settlement movement in Judea and Samaria (West Bank) calls the shots on foreign policy as far as Palestinian issues are concerned? Did the PM and his party want to be beholden to the Sephardi ultra-orthodox party Shas (11 seats) and their Ashkenazi counterparts in United Torah Judaism – UTJ (6 seats) where rabbinical determinations trump policy decisions by elected officials especially when confronting the Supreme Court decision demanding equality between all sectors in light of the military draft? The "social justice" movement was brewing for another summer of protests not only by the middle class but by the lower classes who see themselves as constant losers especially in the wake of the illegal immigrant surge from Africa. And of course there is the Iranian problem. Should one take action and if so, when? Netanyahu preferred Kadima and Mofaz who having recently replaced the more liberal Tzipi Livne, decided that fateful decisions were not made in the opposition. Is this a marriage of convenience or a confluence of interests? There is a bit of both.

First a word about Mofaz. He is the son of Iranian immigrants who worked his way up to becoming army chief of staff at the end of the 1990s when he defeated Matan Vilnai who was considered a shoe in for the position. He later became defense minister under PM Ariel Sharon until the 2006 elections. Mofaz followed Sharon and former PM Ehud Olmert into Kadima (even though he first announced he would remain in the Likud), made his way to #2 and now leads the faltering party. Kadima retains the same neo-liberal economic ideals as Netanyahu and the Likud but is centrist-left on foreign policy. Under Livne Kadima wallowed in the opposition. Before the next elections Mofaz wants to prove his party will make a difference in overall policy implementation.

The picture at the moment is getting quite a bit dimmer:
The middle class "social justice" movement demos of last summer will return with the housing issue in the forefront. The government promise of free schooling from the age of three is expected to be implemented this September and there is the continual discussion of a tax reform of sorts. Such expectations may prove major disappointments. But a much larger question is in the offering – Will the explosive lower classes take to the streets demanding decent low income (and government subsidized) housing, schools where children actually get an education, a drastic lowering of food prices (which are 20% higher than the average OECD nation), jobs and physical security on their streets? As is known the revolt against the illegal African immigrants, especially from Sudan and Eritrea is here with the accompanying violence. The Knesset right wing, including certain Likud members, is fanning the flames for political reasons but it may blow up in everyone's face since no real solutions are being offered. Putting illegal immigrants into detention is one thing, solving all the other issues is far more difficult. We may be in for a very volatile summer with Israel's under classes in the starring role pushing aside the polite, fairly well connected genteel middle class professionals whose idea of a demonstration includes a trek with baby carriages and some good music.

Let's recall that most of Israel's working class population votes for the Likud and right wing parties. Despite their situation they are loathe to take on the government. If pushed to the wall they may, but first they will take out their anger on the African migrants, tens of thousands of whom are in Israel illegally but obviously must enjoy basic human rights and police protection against bodily harm. We may have a situation of displaced aggression being meted out against this unfortunate group when the real anger is against the government. One would think that their disappearance will greatly improve the socio-economic status of Israel's lower classes. If well organized, lower class anger will pour into the streets and make a difference and if not we may be in for the soccer fan variety of hooliganism, but on a fairly large scale.

The government is constantly stressing its great economic success. The expectation is for a "trickle down" capitalist economy. Unfortunately for Netanyahu the economy is extremely centralized around twenty families or so. Israel's GDP grows by more than 4% yearly since the mid-2000s but the average person feels he is being left out. The overall cry for an economic decentralization and more taxes on the rich will be heard. Officials from the World Bank and the governor of the Bank of Israel Stanley Fischer (similar to the US federal reserve chairman) have voiced similar criticisms.

So this brings us to the 2013 election year state budget. There is an immediate need for a 7-10 billion shekel cut but this apparently will not be enough. Overall, there is a cumulative 32 billion shekel deficit over the past year or so, much the result of the slowing world economic picture and export decline. There are options of raising taxes on wealthy individuals and corporations while slashing the defense budget. Or one can cut social services to the lower classes. And any combination of the above comes to mind. The tax burden as usual will fall on the middle class bringing about the exact opposite result of the Trachtenberg Report recommendations for partial budget restructuring following last summer's protests. Expectations were raised while the economic picture worsened.

While economic disparities in Israeli society annoy many, the state legislated inequality in favor of the ultra-orthodox (haredi) communities is infuriating. As is well known most haredi youth continue studying in yeshivas (or pretend to) while Israeli high school graduates go to the army. The haredi population is growing much faster than any other in the Jewish sector, yet they are barely present when asked to serve the country. The Supreme Court ruled recently that the haredim must be treated equally and not be given special privileges. The last government initiative on this matter known as the Tal Law was recently struck down by the Court and is due to expire on July 31. The government is scrambling to find an alternative without violating the Court decision and it is quite probable the Shas and UTJ ultra-orthodox parties will leave the coalition taking 17 seats with them. Augmented by 28 Kadima seats there will be no government crisis. However how will the army draft yeshiva students who refuse military service while enjoying the full support of their rabbis to defy the Court and the State? Will they do the acceptable national service instead or will there be a form of deferment and/or job arrangement which in itself may entail legal difficulties? Here is one more social-political crisis for the summer.

Netanyahu and Mofaz have their work cut out for them on the socio-economic front but this is only half the story. The government must deal with the settler movement and the Givat Ulpana neighborhood in Beit El which pits the hard line right wing and religious against Netanyahu, the center and the left in a battle not only over the future of a neighborhood but in an ideological confrontation over the fate of the State of Israel, the West Bank (Judea and Samaria) and Israel's relationship with the Palestinians. Add to this the greater picture of the continuing political Islamization of the Arab World and the Iranian nuclear threat and the picture begins to sharpen. Netanyahu prefers decision making with Kadima at his side and does not want to rely on the ultra-orthodox and/or pro-settlement Jewish Home party (3 seats) for support as he seeks out a more centrist position. Mofaz and Kadima must prove they are players in the game and that only they can move the government towards a more secular and middle position, if they fail they the 2013 elections may be their undoing.

Netanyahu and Mofaz: Broadening the Middle Eastern Perspective?

While Israeli PM Benyamin Netanyahu may be seen as a strong virtually irreplaceable leader he certainly faces overwhelming challenges. As daunting as domestic issues appear the full existential threat is erupting on the outside in the form of the Iranian nuclear threat and the Islamic Awakening in the Arab World. On the local level, the continuing stand offs with Hezbollah in Lebanon, Hamas in Gaza and the potential instability in the PA/Fatah ruled West Bank (Judea and Samaria) produce daily conflicts. Add in the continued economic deterioration of Israel's largest trading partner in the Euro zone and the future is at best unsure. Here are just a few more reasons why Netanyahu preferred Shaul Mofaz's Kadima faction at his side and did not want to be dependent on the ultra-orthodox factions for coalition stability.
As concerns EU economic relations Israel has a small economy and a fair amount of flexibility in finding other markets. Since the mid 2000s Israeli entrepreneurs with government support are opening markets in the world's two most populous countries, mainland China and India. Israeli exports need to be and are being redirected for a more balanced trade picture.

The security issues are far more dire. All may be coming to a head by July first when full European sanctions are expected to go into effect against the Khomeinist Shiite Iranian regime should they not halt their nuclear weapons program. Recent negotiations between Tehran and the West came to nothing and even should there be an agreement, the Iranians will follow the North Korean example and violate all commitments. It is well known Pres. Ahmedinejad & Co. are committed to Israel's destruction and are only buying time. The Israeli dilemma remains in place: When does the West knock out the Iranian nuclear potential? If the West delays to the point of Iranian nuclear armament at what point does Israel take matters into its own hands and strike? And what will be the political – diplomatic price to be paid by Jerusalem? What will be Tehran's rocket response? As declared "centrists" Netanyahu wants Kadima's consent to whatever policy decisions must be implemented. Let's recall that Kadima leader Mofaz is against attacking the Iranian facilities but this too can change as everything is a matter of timing.
Here Iran's Syrian and Lebanese Hezobllah allies/proxies come into play when ordered to drop rockets on Israel. As for Syria, Israel needs to prepare for the fall of Assad, but no one knows which Syrian opposition will replace his Baath Party. The best bet is the Muslim Brotherhood, meaning a worse option than the present reality. The Lebanese cannot take on Hezbollah and win. Only a complete Iranian demise will end that threat.
The Islamic Awakening and removal of Arab secular regimes is the most serious long term concern for Israel and the West. Egypt's military is attempting to hold off a full Muslim Brotherhood election sweep but in the end they will be forced to concede defeat. It appears that Gen. Tantawi and the SCAF military rulers were hoping for some form of hybrid arrangement with the Brotherhood in an attempt to hold back a much more fanatical Islamic takeover by the Salafists and Al Qaeda down the road. Mohammed Morsi may have taken the presidential elections but his declared moderation cannot be expected to last. The street will speak and the military, despite the amount of force used, will fail in the long run. Israel faces a low intensity conflict (LIC) on the Negev border in the short term as Islamic terror groups increasingly operate in Sinai to the detriment of Egyptian security forces. The Egyptian military brass view the 1979 peace treaty as a strategic pillar for national security and are not willing to initiate a full scale war in the name of Jihad, Allah or anyone else. To do so means to break ties with the West and get crushed on the battlefield. The smoldering border conflict with Gaza is moving south and spilling over onto the Egyptian frontier. Israel needs a measured response not endangering the already fragile relations with Cairo while simultaneously damaging Hamas, the Muslim Brotherhood and/or Al Qaeda terrorists in Sinai. To win, the Egyptian army needs to regain control of the region. It is here that Netanyahu wants to hear from former army chief of staff and ex-defense minister Mofaz in the hope of outmaneuvering the more right wing elements in his government.
Much worse is the long term forecast. The revolution may peak with a Salafist extremist push replacing a "cold peace" with a very hot border, if not a war. But should they only try and fail, deeper turmoil in Egypt can be expected with no positive outcome in sight. It just might take longer for an extremist victory.
Turning to the Palestinians Kadima is once again part of the larger picture. To retain calm on the West Bank (Judea and Samaria) front Netanyahu needs at least the semblance of negotiations and someone to take the blame whether they succeed or not. The issue here is less one of keeping Palestinian Authority PM Mahmud Abbas happy and more of satisfying the Americans and Europeans. Any agreement with the Fatah led West Bank administration will ignite an anti-government reaction by the settler activists who enjoy support in the Likud's right wing. Netanyahu needs bolstering from the center, meaning Kadima, to ensure any advancement on the peace front. No major shifts are to be expected, rather there may be a broadening into Stage II of the Bush Road Map whereby an interim Palestinian State is formed but without permanent borders. Netanyahu is consistent in first demanding an "economic peace" whereby there is Palestinian state-in-the-making development and something to lose should such a future regime prove belligerent. This may very well be the "price" the Likud must pay not only to stay in power but to ensure US and EU support in the continuing confrontation with Iran. The West wants to prove that not all the Arab/Muslim world will go Islamist. The Abbas regime is to be an example of a secular western leaning Arab nationalist regime bringing development, security and peace to its people. Such an option is to stand in full contradiction to the Hamas Gaza radicals.

Speaking of Gaza, every three months there is another round of shelling into the Negev and counter attacks by Israel - so here we are again. Israel has every interest in a quiet border but cannot take major action until the Iranian contest is solved and that may take until the end of summer. Afterwards Israel will have a much freer hand, in particular with Kadima in the government and even more so should there be a "peace process" on the Fatah/West Bank front.
Netanyhu moved towards the middle to allow more room for maneuver. Any price to be paid especially as concerns the Palestinians or containing of the settlement movement will be blamed on Kadima. Any credit for "success" on these fronts will be claimed by Mofaz. Each side will take credit or appropriate blame for their own advantage. Behind closed doors both are seeking similar policies and outcomes. With the Likud as the front runner by far the pressure is more on Mofaz to prove Kadima can impact policies by shifting them more middle road.
On the foreign policy front there are far too many factors completely beyond Israel's control to predict any sort of direction. One aspect appears fairly sure, European sanctions will intensify against Iran as of July. The Iranian reaction will determine much of what happens this summer, at least as a first step. What that response will be nobody knows. Quite possibly it is here where the dominoes will begin to fall.

New Ottomanism Taps the Palestinian Venue

Everyone promised September was to be an interesting month in the Middle East and there are no disappointments so far. Libya is shaping up for its last battles with Qadaffi forces, unrest continues in Syria, Egypt is said to have elections, the Palestinians are expected to declare their state with UN support and Israel on Saturday night had its largest socio-economic protest demonstration ever. But the biggest crisis is brewing with PM Recip Tayyip Erdogen's Turkey. Ankara expelled the Israeli ambassador when Jerusalem refused to apologize for the deaths of nine Islamist IHH Islamist activists during last year's attempt by the Turkish registered Mavi Marmara to break the Israeli naval blockade of the Gaza Strip. The UN investigated and its Palmer Report declared the blockade "legal" while chiding Israel for using excessive force by its naval commandos when seizing control of the vessel. The report also cast doubt on the innocence of the IHH militants.
Over the past year Israel and Turkey engaged in talks to clear up the issues but to no avail. Israel was willing to express regret over the loss of life but refused to issue an apology. The Turks are furious, sent Israel's ambassador packing (there is no Turkish ambassador in Tel Aviv), are threatening a full break in diplomatic relations, have stated in general that Ankara supports the national rights of all peoples in the region and are considering turning to the International Court of Justice (ICJ) at The Hague to declare Israel's blockade of Gaza illegal. Two points before moving on: Do the Turks include the Kurds when speaking of the rights of all peoples? And if so why the Turkish intensification of attacks against them in southeast part of the country and bombings of Kurdish forces in northern Iraq? Continuing in the same vein, will the Turks acknowledge the rights of Greek Cypriots to full independence and end their occupation of northern Cyprus begun in 1974? As for the second point, the International Court can be expected to side with Ankara against Israel no matter what the evidence and in spite of what the Palmer Report advises.
Turkish foreign policy in the last several years can be described as a new Ottomanism – an attempt to re-unify the Middle East around a bold activist Turkish outreach. Call it a throwback to the 400 years of Ottoman imperial sway in the Middle East (and the Balkans) but without military conquest. Only a few years ago Erdogen hoped to rally the Sunni Arab states around the Turkish lead (hegemony?) said to be for the benefit of all. Obviously neither Israel, the Kurds nor the Cypriots can fit into such a scheme but to succeed would be a major diplomatic, regional and global success for Ankara. The Iranians are also a problem, Erdogen preferring to keep them engaged with one hand while holding them off with the other. Since the beginning of 2011 his policy became more of a shambles with each passing month. Tunisia, Egypt and Libya faced uprisings while the nurtured ally, Bashar Assad's Syria, is repressing its citizenry with overwhelming military force, bringing condemnation not only by the West, but by Erdogen himself.
The Palestinians remain the only real flashpoint whereby the Turks can score points, yet here the Turkish leadership, themselves considered "moderate" Islamists, must decide between the Jihadist Hamas in Gaza or the secular western leaning Palestinian Authority led by Fatah's Mahmoud Abbas in the West Bank (Judea and Samaria). The Turks want both. Contradictions do exist since Hamas fully opposes a permanent two-state solution and will accept only a "hudna" or Islamic cease-fire for a specified amount of time and then proceed to Israel's destruction. Abbas is said to be committed to a two-state solution attesting to Israel's legitimacy, but the conditions for such are still to be negotiated – most importantly the Palestinian demand for full refugee return, including descendents, leading to Israel's practical destruction as a Jewish State. It is just not clear if the PLO/Fatah would agree to recognition of Israel's legitimate right to national expression as the nation state of the Jewish People.
The Turks are apparently gearing up to support both Palestinian movements simultaneously, they are insisting on breaking the naval blockade on Gaza and can be expected to begin a diplomatic offensive in demand of Palestinian statehood within the framework of the two-state solution. Israel as the adversary of both Hamas and the PLO is a unifying "bad guy" and here the Turks have an opportunity to gain influence with both the Islamic and more secular nationalist Palestinian movements at the same time. Ankara's policy is to outmaneuver and then lead the Arab world. Egypt is still hunting Islamist terrorists in Sinai whether they be Hamas, the Islamic Jihad or Al-Qaeda types while the Jordanian regime wants moderation for all, fearing for its own stability. Turkey no longer has a Syrian policy, the pro-Iranian Assad regime being so brutal that Erdogen can find little common ground with them and is demanding regime change, one that may bring the rise of the Muslim Brotherhood and should that be so, an accompanying civil conflict/war. In Iraq Turkish moves are interpreted as anti-Kurdish and not particularly pro-Shiite as that religious faction generally leans more towards Iran.
Supporting the Palestinian client at the expense of Israel scores points in the Arab World. The risk is minimal, none will oppose the move. The question is "How far to go?" Breaking diplomatic relations with Israel and projecting a naval show of force in the Mediterranean will be bad enough but what options does Israel have should Erdogen decide to send the Turkish navy to breech the internationally legal Gaza blockade and/or decide on a visit himself to the Strip as he has threatened to do on occasion. How would he get there? Would he pass through the border crossing at Rafiah or prefer one of the tunnels? (And how would the Egyptians feel about this?) Or would he be part of a Turkish naval flotilla on its way to Gaza? Israel would need to decide whether to physically confront the Turkish navy with PM Erdogen on board, or not. Either way Jerusalem loses, at least in the short run.
The Erdogen government backed itself into a corner with the failed new Ottoman foreign policy initiative at the time of Arab World uprisings. To be fair, they like everyone else were surprised and cannot be blamed as such. They did however overplay their hand with the Mavi Marmara by acting as its patron. Hoping to get an Israeli apology and the lifting of the Gaza blockade never happened and now Ankara finds itself limited with one way out, the Palestinian route at Israel's great expense. Not that this appears to be such a terrible option.
Could such an outcome have been avoided by Israel? Apparently the Americans worked on a formula with a less than full apology, PM Netanyahu was inclined to accept but Foreign Minister Leiberman and others persuaded him to decline. But even with such an apology and compensation for those killed the Turks continued to insist on Israel's lifting of the Gaza blockade. Would they have backed down in light of an agreement? Most are doubtful but it certainly would have been more difficult for the Turks to press their claims on the diplomatic front and appeal to the ICJ in The Hague. Internationally the case would be seen as closed although Erdogen could push an adversarial line whenever he deemed it necessary. Any which way this scenario would turn out leaves Israel as the loser.
Now the question is one of degree. How much will Israel lose in its relationship with the Turks and as a result much of the Arab/Muslim World. Defending one's sovereignty has its costs and at times payment must be made. But the Turks are also exposed. Their NATO allies and especially the US may attempt to call them to order and/or begin a re-evaluation of policy towards the "moderate" Islamic regime in Ankara. They too may have an outstanding bill to settle, but only after the dust settles in the more distant future.
